Essential procedures and internal accounting controls to ensure your business only claims eligible Input Tax Credit backed by valid vendor uploads.
Under the strict statutory provisions of Section 16(2)(aa) of the CGST Act, no registered person is entitled to claim Input Tax Credit (ITC) unless the details of the invoice or debit note have been furnished by the supplier in GSTR-1 and communicated to the recipient in Form GSTR-2B.
### The Operational Challenge:
Unlike GSTR-2A which is dynamic, GSTR-2B is a static statement generated on the 14th of every month. Many businesses suffer cash flow distress because:
- Vendors file their returns after the statutory cutoff date.
- Invoices are uploaded under incorrect GSTINs or with 'Reverse Charge' erroneously marked.
- Discrepancies exist between purchase register invoice values and portal values.
### Recommended 4-Step Control System:
1. **Vendor Grading System:** Categorize vendors based on historical filing punctuality and withhold GST payments until reflected in GSTR-2B.
2. **Automated Monthly Comparison:** Deploy reconciliation software on the 15th of each month prior to finalizing GSTR-3B liability.
3. **Formal Invoicing Notices:** Implement standard contract terms penalizing delayed filings with interest reimbursement.
4. **Timely Reversals:** Accurately document Rule 38 and Rule 42 reversals to eliminate scrutiny exposure.
